This essay sets out some of the strategic thinking behind phase 1 of what was initially referred to as the Science and Innovation Campus. The Campus represents an investment in the historic research strength of the University. It was quickly acknowledged as the leading knowledge economy project of Wales and perceived as a striking example of a University-Industry- Government Partnership. The key element in the success of the Bay Campus is that it addresses the underlying needs of strengthening the Higher Education landscape in a devolved Wales.
